Prep time: About 45 minutes
In a food processor, working in batches if necessary, combine herbs, shallots, and kosher salt and pulse to chop herbs and shallots. Add butter and pulse to combine. Transfer to 4-ounce serving cups. Arrange radishes and breadsticks in cups. Garnish with herb sprigs and a sprinkle of flaked salt.
