Preheat oven to 450°F. Stir together dry ingredients in a large bowl. Add butter and cut in with a pastry blender or fork until its the size of peas. Stir in cream and Cheddar and shape into a ball. Transfer to a lightly floured board and pat into a 3/4-inch thick disc. Cut into 3-inch circles with a cutter, pressing straight down (do not twist). Reroll and cut scraps, then place on a parchment-lined baking sheet. Brush with melted butter and bake for 15 minutes or until golden brown on top. Makes 6 to 8 biscuits.
